PACE Committee to further exmamine whistleblower protection
The Committee on Legal Affairs and Human Rights of the Parliamentary Assembly at the Council of Europe is to invite whistleblower Edward Snowden and US officials to Strasbourg to debate the two themes of mass surveillance and whistleblowing at linked public hearings in April.
In his Introductory Memorandum (see below) Pieter Omtzigt, Dutch MP and rapporteur, is proposing to hold two separate hearings before the Committee, one focusing on mass surveillance, the other on the protection of whistleblowers. Both hearings could take place at a Committee meeting during the Assembly’s April 2014 meeting. For the second hearing on whistleblower protection, Mr. Omtzigt is proposing to invite experts Brendan Howlin, Irish Minister for Expenditure and Reform, who has introduced legislation to promote the protection of whistleblowers in Ireland, and Anna Myers, Expert Coordinator of WIN.
