This report outlines powerful supplementary recommendations to improve upon the provisions of the EU Directive on whistleblowing. These include the establishment of a network of national independent authorities and legal support funds for whistleblowers, the right of asylum for whistleblowers and the fostering of the civil society 'ecosytem.'
The explanatory memorandum also provides a concise outline of the relevant 'acquis' of the Council of Europe and the recent case law of the European Court of Human Rights.
A draft resolution and report was unanimously adopted by the Committee on Legal Affairs and Human Rights at the Council of Europe on 24 June 2019.
