These guidelines were produced by the United Nations Office on Drugs and Crime (UNODC). They are intended for all organisations in the health-care sector, whether public or private, that wish to adopt an effective whistleblower protection policy. Readers are guided through the process of adopting a whistleblower protection policy, including determining who can disclose information, what can be disclosed and how, implementing effective protective measures, providing guidance and feedback to the whistleblower, completing an internal investigation and taking corrective action. The guidelines also inform readers as to how to provide the necessary training and raise awareness among all personnel of an organisation and establish a positive reporting culture.
