New Revamp of the EU Whistleblowing Monitor

WIN is delighted to announce the official launch of the revamp of the EU Whistleblowing Monitor. Thanks to funding from the European Commission, under Transparency International's SAFE (Strengthening and Fostering Enabling Environment) for Whistleblowers programme, and with support from Transparency International Ireland, the Monitor has evolved from a transposition tracker into a more comprehensive tool. It now features enhanced country pages in seven pilot countries, offering accessible, in-depth analysis of national laws and reporting systems.

A short video explainer has been made available that walks through the new site, explaining the history of the Monitor, its new features, and a word from both Zuzana Dlugošová, President of the Slovakian WPO and NEIWA, and Anna Myers, Executive Director of WIN.

The new website also features a Compliance Dashboard that tracks how each EU Member State measures up against the EU Directive on Whistleblowing and international best practice principles. As well as an Implementation Timeline following the key milestones in the transposition and enforcement of the EU Directive on whistleblowing. A Resource Library, both for the EU as a whole and nationally, can be found on its own page, including institutional reports, guides from whistleblower organisations and stakeholder webinars.

The new website includes a dedicated page and resource hub for the Network of European Integrity and Whistleblowing Authorities (NEIWA). Established in May 2019, NEIWA is a collaboration initiated by the Dutch Whistleblowing Authority. The network was a direct response to the adoption of the EU Directive on Whistleblowing and serves as a platform for the exchange of knowledge, experiences, and ideas among its member authorities. 

The EU Whistleblowing Monitor was established by the Whistleblowing International Network (WIN) to document the transposition of the Directive across all 27 Member States. Today, it continues to provide updates as countries refine and implement their laws. In mid-2024, the final Member State completed its national legislation, meaning transposition is now complete across the EU.
