WIN Launches New Report on Civil Society Organisations

On 20 May 2026, the Whistleblowing International Network (WIN) held an online event to launch its new report, 'Civil Society on the Frontlines of Whistleblowing: Global Perspectives and Challenges’. The report was authored by Juliette Decoster and Anna Myers of WIN, with the collaboration of authors Dr Taymi Milán and Prof. Kate Kenny of the University of Galway.

The report explores the language around whistleblowing, with civil society organisations providing the linguistic and cultural definitions and context around whistleblowing in their countries and why this work matters.

Whistleblowing is important to “promote accountability, transparency and sanity in the system” (Nigeria).

“At the base of all this is being able to keep democracy functioning, since these systems are based on trust, equality before the law, the need for public resources… (Chile)


This is the first report of its kind to examine how these organisations organise, collaborate and communicate across the globe, the diversity of their activities and the challenges they face.  The final section explores the role of networks like WIN in this space - how we could develop our common actions further, and strengthen connections not only among our membership but across civil society and what this could look like.

As Former Chief Justice of South Africa, Justice RMM Zondo emphasises in his Foreword to the report protecting whistleblowers is critical in the “fight against wrongdoing, criminality and corruption” and in highlighting the crucial role civil society organisations play in supporting them, the importance of those CSOs being able to “share their respective experiences and strategies to achieve their common goal.

The launch event - which is also available now! - featured three experts from CSOs who contributed to the report by responding to WIN’s in-depth survey.
