Beyond Paper Rights: Implementing Whistleblower Protections in Central and Eastern Europe - CEELI Institute, 02/11/2023
The
CEELI Institute in collaboration with WIN launched this report, which talks about:
- Whistleblower protections in Central and Eastern Europe: The document examines the transposition and implementation of the EU Directive on whistleblower protections in six countries: Bulgaria, Czech Republic, Hungary, Poland, Romania, and Slovakia. It identifies the challenges and opportunities for ensuring effective protection and empowerment of whistleblowers in the region.
- Three overarching recommendations: The document proposes three main recommendations to translate the EU Directive from paper to practice: (1) ongoing law reform to meet and exceed the requirements of the EU Directive; (2) establishment of independent, well-funded whistleblower protection authorities; and (3) provision of low-cost or no-cost specialised legal advice and support to whistleblowers by civil society.
- Role of CEELI Institute: The document is part of a larger project by the CEELI Institute, a Czech-based organisation dedicated to advancing the rule of law. The project aims to combat fraud and corruption in the healthcare sector in Central and Eastern Europe. The document draws on the views expressed at a roundtable convened by the CEELI Institute in March 2023, and looks ahead to a further workshop in November 2023.
