A new analysis of whistleblower needs released on 31 March 2026 by the VoiceGuard project shows that a fundamental change is needed in how whistleblower protection is understood and put into practice. People who report wrongdoing play a key role in exposing corruption and other forms of misconduct that threaten the public interest.
With their announcements, they contribute to the protection of human lives and public funds. Nevertheless, they often face serious personal risks, including job loss, workplace bullying, or restrictions on future career opportunities. Protecting whistleblowers from unfair consequences, including retaliation, discrimination and other forms of sanction, increases people's willingness to report wrongdoing. At the same time, it increases the likelihood that such conduct will be detected, stopped and punished. Protecting people who report wrongdoing is therefore essential to strengthen compliance with the law.
Research by the VoiceGuard project highlights specific problems that whistleblowers encounter. In particular, they concern the functioning of reporting channels, the adequacy of safeguards, the availability of support services and the actual effectiveness of the legal framework in practice.
